WA Supreme Court removes judge for faking document to get cheap parking

King County District Court judge pro tem David Ruzumna was unanimously removed from judicial office by the Washington Supreme Court in April 2026 after he forged an official employment verification letter to obtain a $10 county employee parking discount he was not eligible for.
While working as a pro tem judge in 2023, Ruzumna returned to the courthouse, took a colleague's judicial signature stamp and the court seal without permission, and manufactured a fraudulent document. He had not been eligible for the discount since at least 2005.
The Washington Supreme Court found the conduct so disqualifying that removal — not suspension — was the only appropriate sanction. The irony is difficult to ignore: Ruzumna had previously chaired the Washington State Bar Association's Character and Fitness Board, the body responsible for evaluating whether lawyers are fit to practice law.
