Robin Wolfe, a Tulare County Superior Court judge since 2017, was publicly admonished by the California Commission on Judicial Performance in an 18-page decision finding she "abused her authority" and acted improperly across multiple incidents. The Commission found Wolfe, without authority, ordered a court employee to personally appear before her and threatened the employee with monetary sanctions, and separately summoned another employee to her courtroom to admonish her and directed her to apologize to a litigant. The Commission also found Wolfe implemented broad policies restricting cell phone possession in her courtroom that contradicted local court rules, and improperly confiscated a litigant's phone, keeping it until the end of the court day. In domestic violence cases, she excluded support persons from sitting at counsel tables, and in one instance refused a litigant's reasonable accommodation request under the Americans with Disabilities Act.
