Arkansas judge hit with sanction resigns
Arkansas Democrat-Gazette
Published: November 20, 2022
Robin Carroll, a circuit judge for Arkansas's 13th Judicial Circuit in El Dorado, was suspended without pay for 18 months by the Arkansas Supreme Court after the state's Judicial Discipline and Disability Commission found he dismissed cases without due process, showed actual bias, and failed to recuse himself when required. Carroll and the Commission had jointly recommended a 90-day suspension with 30 days held in abeyance, but the Supreme Court rejected that recommendation as too lenient given the seriousness of the conduct, instead imposing 18 months without pay — with six months held in abeyance — and ordering Carroll to complete an assessment and treatment plan through the state's Judges and Lawyers Assistance Program. Carroll submitted his resignation to the Chief Justice the same day the harsher sanction was announced, writing simply, "I resign as Circuit Judge effective immediately."
