State Judicial Conduct Commission reprimands county judge
Post-Star (Glens Falls)
Published: April 12, 2025
Robert J. Muller, a Supreme Court Justice for New York's Fourth Judicial District in Warren County, was censured by the State Commission on Judicial Conduct for conflicts of interest arising from his 2022 re-election campaign. The Commission found that during and after that campaign, Muller presided over more than 40 cases involving attorneys who had hosted fundraisers for his re-election, or in which his campaign's finance chair or co-chair appeared before him — without disqualifying himself from any of them. Muller agreed to the censure; the Commission's own administrator noted that a suspension would have been recommended if the Commission had the authority to impose one on a sitting justice. Muller reached New York's mandatory retirement age of 70 in 2025 and stepped down at the end of that year rather than seeking certification to serve an additional two years, as sitting judges may in New York.
