Texas Justice of the Peace Israel Garcia Used His Own Judicial Robes and County Seal to Advertise Wedding Services — Then Wasn't Truthful About It
Texas State Commission on Judicial Conduct
Published: December 20, 2023
The Texas State Commission on Judicial Conduct publicly admonished Harris County Precinct 5-1 Justice of the Peace Israel B. Garcia Jr. on December 20, 2023, after finding he advertised his paid wedding-officiant services using his judicial office's own imagery. Garcia distributed business cards featuring a photo of himself in judicial robes and his official title, and ran newspaper ads in Spanish-language publications showing him on the bench under the Harris County seal, alongside his name and title. When Garcia appeared before the Commission to answer for the advertising, the Commission found his testimony about his own advertising efforts was contradictory and not fully truthful, and ordered him into three additional hours of instruction on the improper use of a judicial position. Roughly 17 months later, on May 12, 2025, the Commission publicly warned Garcia again, this time for mocking a self-represented tenant's law license in front of the jury pool during an eviction trial, then granting the landlord's motion to end the case without waiting the 14 days state procedural rules require. Garcia left the bench at the end of 2024.
