New York Judge Donald Hull Censured for Ethnic Comments and Letting a Second, Uninvolved Judge Take Over His Eviction Hearing
New York State Commission on Judicial Conduct
Published: December 03, 2025
Antwerp Town Court Justice Donald Hull was censured by the New York State Commission on Judicial Conduct for misconduct during an October 2022 eviction proceeding, including making disrespectful ethnic comments about Mexican tenants. The Commission also found that Hull allowed fellow town justice Lucas Whitmore -- who had no formal role in the case -- to sit near the bench and repeatedly interject himself into the hearing, asking numerous substantive questions and dividing the tenants' attention as though two judges were presiding over their case at once. Hull, who was not an attorney before becoming a judge, had served on the Antwerp bench for 46 years without prior discipline.
