Caroline Glennon-Goodman

Cook County Circuit Judge Caroline Glennon-Goodman shared a text message containing an image of a smiling young Black boy alongside a photo of a Black child's leg wearing an electronic ankle monitor, headlined "little tiks [sic] ... My First Ankle Monitor." Glennon-Goodman captioned the post herself: "My husband's idea of Christmas humor." The court's Executive Committee found her alleged conduct "may violate the Code of Judicial Conduct," temporarily reassigned her out of the pretrial division, and referred the matter to the Illinois Judicial Inquiry Board to determine whether further sanction is warranted. She was also ordered into implicit bias training. According to a friend of the judge, Glennon-Goodman said the message was meant for a close personal friend and was sent to a fellow judge with the same first name by mistake. The Cook County Bar Association responded that "such media is inappropriate to share regardless of the intended audience."
