Judge Cindy Truong Released a Repeat Gun Offender on a Pretrial Bond — Two Months Later He Kidnapped and Raped a Lyft Driver

On February 12, 2024, District Judge Cindy Truong of the Oklahoma County District Court released Andre Hunter, then 21, on a "TEEM bond" — a pretrial-release bond tied to a nonprofit supervision program — while Hunter was awaiting sentencing on a 2023 drug conviction and had just admitted to illegally possessing a firearm for the third time in three years.
Two months later, on April 18, 2024, Hunter kidnapped, robbed, and raped a Lyft driver at a park in Del City.
The victim addressed the judge's decision directly in a written statement: "I was raped by him and the judicial system," she wrote. "She is supposed to protect us from people like him but didn't. SHE FAILED ME!!!" In a separate courtroom statement, she said: "For 16 months now I have been a prisoner in my own life, bound by chains of anxiety and fear."
Hunter pleaded guilty on August 18, 2025, one week before his trial was set to begin. He was sentenced the following day to life in prison, to be served after he completes a 27-year sentence on the earlier drug and gun convictions. That plea agreement was approved by a different judge, District Judge Heather Coyle — Truong's role in this case begins and ends with the February 2024 bond decision that returned Hunter to the street.

Sheriff Tommie Johnson III of the Oklahoma County Sheriff's Office publicly called out District Judge Cindy Truong by name over her release of Andre Hunter, who went on to kidnap and rape a Lyft driver in Del City two months after his release — the case documented in this profile's first media link.
