David Thorn Reprimanded

Cochise County Presiding Superior Court Judge David Thorn was publicly reprimanded by the Arizona Commission on Judicial Conduct for improperly issuing a civil arrest warrant against a non-party in a probate case — someone who had never been notified of a court hearing's time and date, or told there would be any consequence for failing to appear. In a separate case, the Commission reprimanded Thorn again for a severely delayed ruling in a family law matter.

Those two reprimands bring Thorn's total to three from the Commission in recent years, making him a repeat subject of the state's judicial discipline process rather than a judge with a single documented lapse.
